12 easy steps for a foreign student to get admission and a student pass in Malaysia
Step 1
Select the courses and institutions of your choice
Step 2
Apply for the selected course(s) directly to the institutions
Step 3
Receive offer letter(s) from institution(s)
Step 4
Accept the offer letter and confirms admission with the education institution
Step 5
Provide documents and fees to institution. Payment for the following
a) EMGS Visa Processing Fees approximately RM1500 (for new applicant) and renewal cost RM140.
b) Personal Bond (fees varies within countries) whereby institution(s) will advise on the amount (refundable upon completion course of studies)
c) Medical Insurance – a range of packages available
d) Medical Screening Fee RM250 (if required)
e) Courier Fee for VAL if required

Step 6
Your selected institution applies to EMGS on your behalf.
*The respective institution are required to sign a Personal Bond prescribed under Regulation 18 of Immigration Regulations 1963 whereby the student to whom the pass is issued will comply with the provisions of the ordinance and any regulations made there-under.
Step 7
Visa Approval Letter sent within 14 working days of a complete application with payment
Step 8
Approach Malaysian Mission in your home country to obtain entry visa (Institution will advise on this matter)
Step 9
Make your travel arrangements and inform the institution of your arrival details
Step 10
Upon arrival meet the institution and provide passport to them
Step 11
Attend Medical Screening within 7 working days (Respective institutions will arrange for the medical screening under new ruling by EMGS)
Step 12
Receives Student Pass endorsement within Passport and Medical Insurance Cover.
The Education Malaysia Global Services (EMGS) has been monitoring the intake of international students to help reduce the possibility of students working illegally or engaging in criminal activity. Under the new system, international students will only be issued a visa after they have received an offer from a college/university that is approved by the EMGS. They will also verify that students have adequate funds for the duration of their studies.
Additionally, students who have obtained acceptance to study at Malaysian higher education institutions are permitted to bring their immediate family members (spouse and children) to stay with them in Malaysia. Family members are given a social visit pass and are only allowed to stay in Malaysia for the duration of study. It is also advised that you check the requirements to apply at your local Malaysian consulate, embassy or high commission well in advance of your family departure.
